Eastern Chula Vista — Otay Ranch and the surrounding master-planned development — is a different situation almost entirely. Construction there dates mostly from the 1990s onward, largely on graded hillside terrain, which means newer plumbing materials but a different set of access and drainage considerations tied to the grading itself; a service line on a graded slope can run at a different depth and angle than the same length of line on flat, undisturbed ground. The two ends of the city are close together on a map and far apart in what is actually likely to be found under a given house.
