Describe what it is doingWater heater repair or replace looks like a judgement call and mostly is not. A storage heater is a steel tank with a glass lining, surrounded by parts — a thermostat, a heating element or a gas control and burner, a temperature and pressure relief valve, a dip tube, an anode rod, and a set of connections at the top. Every one of those parts can be replaced while the tank stays where it is. The tank itself cannot. Its glass lining is what keeps water off the steel, and a sacrificial anode rod is what protects the steel where that lining is imperfect. When the anode is spent and the lining has failed, the steel corrodes from the inside until it perforates. At that point water is coming through the tank wall, and there is no repair for it — patching a pressurised vessel that is corroding along its whole surface is not a real option, and the failure only progresses. So the practical question is where the water is coming from. Water at a fitting, a valve, or a connection above the tank is a repair. Water seeping from the body of the tank, or pooling underneath with dry connections above, means the tank has gone. Everything else — age, efficiency, the cost of the part — is a secondary consideration that only matters once you know which of those two situations you are in.

San Diego's water is hard enough that mineral scale is a normal part of how these systems age. Inside a storage tank, dissolved mineral comes out of solution as the water heats and settles across the base as sediment. That is the mechanism behind most of the symptoms in the repair column above. Sediment insulates the bottom of the tank from the burner, so water trapped underneath it boils and produces the rumbling and popping people describe. It reduces the effective volume, so hot water runs out sooner than it used to. It slows recovery. And over years it drives the anode rod harder and holds heat against the tank floor, which is how a maintenance issue eventually becomes a corrosion issue. The practical consequence is that flushing is worth more here than it would be on soft water, and that a tank which has never been flushed has been accumulating for its whole life. It also means sediment symptoms should be read as a service question first, not as evidence the unit is finished — with one caution: disturbing a heavy sediment bed on a very old tank can reveal a leak the sediment was effectively plugging.
A heater in a garage that fails wets a concrete floor. The same failure in a hallway closet or an interior utility space is a building repair, and that changes how much risk is worth carrying on an ageing tank.
A pan plumbed to a drain converts a tank failure from an incident into an inconvenience. Its absence is one of the better arguments for replacing before failure rather than after.
Venting, seismic strapping, expansion control and connection details may all have moved on since the unit went in. Replacement work is where those get brought up to standard, and it is part of the cost rather than an extra.
A part on a sound tank restores the whole unit. The same part on a tank already corroding buys an unpredictable amount of time, which is worth knowing before spending it.
Sediment accumulation and anode consumption are driven by water chemistry and by how long it has been since anyone serviced the unit. That history explains both why this one failed and how long the next one is likely to last.
Not necessarily, and the way to tell is to ask what was observed rather than what is likely. Corrosion at the fittings, rust staining on the jacket, a spent anode, heavy sediment, or no drain pan under an indoor unit are all findings — reasons you can look at. "It is sixteen years old" is a statistic, not a finding. A unit in good condition with no signs of tank corrosion is not due simply for having a birthday.
Dry everything thoroughly, put paper towel under the unit and around each fitting, and look again in a few hours. Water reappearing at a connection is a repair; water appearing under the tank with dry fittings above is the tank. Do this before agreeing to anything, because it is the single piece of evidence the whole decision turns on.
A small leak at a fitting is usually tolerable for a short period while you arrange the repair. A tank leaking is not something to plan around at leisure — corroded steel under pressure fails progressively and sometimes suddenly. Keep the area clear, and if there is water anywhere near electrical outlets, an appliance, or the unit's own supply, cut power to that circuit at the breaker before going near it.
Draining and flushing is within reach for many people, with real cautions. The water in that tank is hot enough to scald badly — let it cool for hours before draining, and route the hose somewhere safe. On a gas unit, put the control to its pilot or vacation setting first, and do not attempt anything involving the gas control, the burner or the venting: that is where a mistake produces combustion products in the house rather than a mess on the floor. If your unit is old and has never been flushed, be aware that disturbing a heavy sediment bed can reveal a leak that the sediment was effectively plugging.
It is a legitimate choice, and it is mostly a question of consequence rather than probability. An indoor unit with no drain pan, above a finished floor or on an upper level, will do expensive damage when it eventually goes — replacing on your schedule rather than its own is a reasonable hedge. The same unit in a garage with a floor drain carries far less consequence, and waiting is more defensible.
Usually, and moving it is what turns a straightforward swap into a project — supply, gas or electrical, venting and drainage all have to follow it. Where a move is worth discussing is when the current position is the actual risk: an unpanned unit above living space is a different proposition from one sitting on a garage slab.
Where the water is showing up, whether the connections above are dry, the age if you know it, and what the unit sits on or above. That is enough to say which of the two conversations this is.
